    I think you have to have done the yellow quests regarding the boss to get access to those ports to that boss.

    As far as I know, this holds true for all recipes. Sure, some items may be able to be bought in more than one city, but all the items you can get a recipe for can be bought in the city you earn the recipe in addition to being bought in the region that provides the region specific ingredients.
