Should have made myself more precise.

All the classes are balanced without sets in PvE, in other words: against monsters. You're correct though that there clearly is some imbalance in PvP... even if not necessarily the way you see this. For example: it's not normal for a mage to take 75% of your hp with one frozen sphere. If it is happening, the mage has to be cheating (or has caused some bug unintentionally, if it's a one time thing).
Now, if you think they're not cheating, take the hp you lose in that single hit and your ice resistance, and try to calculate how much damage did he have, counting 470% of unblocked three crits. This means:
[ (HP you took from a single FS / 2) / 4,7 ] / (100% - your ice resistance in %) = some number that is for sure in his damage range
Count it yourself. Do you believe that is legit?

No, classes are not balanced in PvP nor PvE, try to equip legens on all classes and you'll see a big difference in clearing maps speed and how much skills can you use consecutively in order to farm comfortably, etc etc. Big difference of time spent and comfort while farming depending which class you are.

That's what I did, and it looks balanced. Would you mind sharing what the "big difference" exactly is?

There's a clear advantatge for those who can regen resource basicshooting or even reduce cooldowns considerably.
I suppose you didnt used runes? And legens were equal for the classes?
It's curious, the class that can't regen resource doing basicshots is also the class that needs more secs to recover the resource by default.
    It doesn't seem really balanced.
You probably leveled up more than 1 class, can you say that it was the same for you leveling them? Or were you more comfortable and it was easier for you to face the different challenges that arise along the way with some classes more than others?

I admit that if you're trying to play ranger as a distance class the problems you mentioned do apply. I'm using the melee attacks quite a lot, and that's where ranger has the strongest resource potential. While it would be logical for a ranger to attack from range, the word "ranger" stems from the verb "range", not from the noun.
Of course, a ranged playstyle should be possible as well. The problem with the balance in this game is that they are trying to assign multiple roles for each class, and since the skill tree is flat and everything in it is independent from everything else, some classes are able to fill a few roles at once (2h tank DK - something I am seeing more often recently, they're damage but they protect the group without potions), and some roles (in the past whole classes) are lost in the whole mess (ranged ranger).

    Regarding this:
Dwarf has even lesser default resource regeneration... does that make him weak? I think we agree on this: it doesn't make him weak.

    Every class is different.
Mage is crap on hordes before unlocking destruction. Destruction is bugged and most of the people don't use the workaround I am using, so it is also being rendered almost useless. This means that for efficient horde clearing mage has to wait for the frozen sphere along with its upgrades; frozen sphere can be spammed on hordes from level 48 onwards. Lack of healing forces you to run a lot, but you don't have anything that helps you in this matter aside of slightly quicker jump, which however has a slightly longer cooldown. Skills consume lots of the resource, which even the best resource regeneration doesn't make up for, and you oftentimes have to use up your jump just to be able to continue dealing damage.
Dwarf is quite efficient on hordes since almost the beginning, with his automated turret. Bosses take good positioning of mechanical turrets and running. For real efficiency however you have to use other skills too, and for every mistake you have to pay in steam or potions. There is almost no risk of being unable to escape an OHKO skill of a boss though, since you jump more often and farther than the other classes.
Ranger gets strong multitarget skills quickly, which makes it look almost like the descriptions on the character creation screen were swapped with the mage... Precise shot piercing along with spread shot armor breaking make a levelling ranger the quickest horde clearing class. The 3p. talent of the precise shot comes in handy on bosses, making it easier to dodge their attacks. Blade Dance is useful for marking large hordes and dodging OHKO skills of bosses. After level 44 (5p. talent of Thicket of Thorns) clearing hordes becomes even quicker. The biggest drawback of a levelling ranger is the lack of strong armor break until level 49. In melee gameplay however, you have the strongest resource-free attack (even if it requires marking).
Knight doesn't have natural resource regeneration, but really taking damage regenerates so much of it that you don't care. Bloody Wild Swing hits lots of enemies, deals DoT, and can almost be spammed with the 5p. talent. Early on, Ground Breaker is useful as a multitarget attack, however it later becomes just a stun. Smash isn't free, but really on bosses you don't need to use anything else, unless you want to trigger a buff or heal, or reduce some buffing skills' cooldowns (after level39). If you don't run through the levels wildly, you can take in the face all the damage on the hordes you want when levelling even as 2h, because you never lose your whole life in 3s (Mighty Wild Swing cooldown). And no, you don't really need healing under level 29. Usually the damage debuff from the Rageful Swing's 3p. talent is enough.

Every class is capable of doing the same things as the others with the same stats and without any sets, and I doubt R221 is going to change anything in this matter.

But dwarf do regen by basicshots, that's what I meant. It doesn't make sense as a ranger having less regen by default compared to other classes that can regen while basicshooting whole mana in few seconds (or second?).

But not at same speed and facility.

So as a ranger class, you need to kill a boss with a melee skill having no decent survability, that's where balance doesn't fit, when you have a basicshot with 60% of damage while other classes do 100%+regen, when you have to play risking in order to deal real decent damage and not even regenerate fast the resource to fight in some good conditions.

Basic shot is not the measure of the strength of the whole class. Precise shot for example is the strongest attack from all the classes for such a resource cost.

But you can't use that skills enough times if most of the times 2 EA (not consecutive) will be enough to reduce your whole conc so youll have to shot basics of 60% while waiting your bar to fill up slowly, or of course you try to go melee and play risky all the time without any defensive features.

Part two arrived, Anniversary Event is there.
Prices increased, arena chips can be bought for crazy amounts of realm fragments, on top of the regular arena there are 10 new themed arenas - 6 regional and 4 event: Duria, Norselands, Atlantis, Myrdosh, Lor'tac, Qaizah, Helios Games, Ghost Festival, Dragan, Winter Solstice. Arena chips required for those can be bought for crystals of truth and realm fragments (crazy amounts too).
Each themed arena has a progress bar, progress bars have to be done in an order as specified above.
Helios Games bar has the Helios amulet. Ghost Festival bar has the jumping pumpkin pet. Dragan bar has Lanky Fire Gnome. Winter Solstice bar has a Combined Solstice Crystal in it and a joker gem on the end. Mind you, this is on the end of all the progress bars.
Each progress bar has 6k progress (60k progress total), progress drops are very low (about as low as on the dwarf mini event), and the entrances are not free - quite the contrary, they're expensive.

Dark Dwarves mini-events are here again: almost nothing changed, but now in their progress bars there are only crystals of truth along the way and the truncheon on the end.

So far it looks like an even greater grind fest than last year.
Let us remind ourselves the Anniversaries:
    1. First organised one was the 5 years anniversary. It had the infamous pinata bug.
    2. Second one had almost no except for the bug that was fixed and a (quite long) "progress bar" with a reward on the end only was added.
    3. Third one had the boring and stupidly hard and unforgiving (not really challenging) dark dwarf mini events.
    4. Now, we have what we see above. It is going to be even worse than last time if they don't change anything.

in other words, they made the anniversary an even bigger grindfest than it already was
    What a joke

But what a fitting anniversary event to this game
Gotta hand it to them, they nailed it with this event
