that depends....for lvl 10 few gems would make a difference for end-game character few might be a little too few. also, generaly speaking speed is prefered over either dmg or critical hit chance since speed improoves dmg per second better and also it gives you much better action time - meaning that you can switch between attacking and movig faster. also, when opting for extremely high dmg that would make up for low critics or speed, you would have to match other gear for that purpose and aim for items that add dmg as % but know that what usually makes difference in PvP is ability to withstand a blow or two instead of giving them out. and finally, i am sure there will be something about character builds somewhere around this forum...

Try to increase critical hit rate with gear so you can use all ten offensive gems on damage and speed. Onyxes are not really worth it; rubies have synergy with +x% weapon damage enchantments while sapphires give bonus to attack speed which is the rarest enchantment on gear.

It depends on your individual stats: class, style, and strategy, gear, and advancement in the game.

Since the critical hits are only a percentage increases of your base damage, where you start before adding gems will make a big difference on what your final damage/second is. Generally, rubies take you farther than onyx, because red gems always figure in to your damage given, but critical is a sometimes thing, a % deal, twisted around by a stream of programmed randomness. Gear usually gives a bigger payday for critical, than do gems.
You can see the changes in the player character sheet, or use 1 of the spreadsheet calculators to do it for you.
