Bug Cooldownreduction for Charge doesn't work

    I noticed, that the 5point skill for Charge("rechage") doesn't work.
    No matter how many enemys you hit, there is no noticable cooldownreduction.
    In the description it says: Reduces all active skill cool-down by 2% per hit.
    So if I charge through 10 mobs it should be 20% right?

    But you can see in the pictures below it doesn't do anything!

    (tested multiple times and other wars tested the same)
