    Hi, i need to know how people's lower than level 16 can do "Skeleton Essences" and to get the items in "Black Market"?

    To get these in-game you will have to work your account and level up in the pirate ranks. To stay a level 15 pirate or below will mean that you will not have access to various things in-game.
