    I mean two different nation's .... both nation has their some mapsand .some maps are common for both nations..also leader of nation's elected.....and more and more....

    Two nations sounds great!

    Nation 1 = Players who actually run their boats.
    Nation 2 = Bots that need to be banned but aren't, possibly because they spend cash.
