    Ahoy,

    Although your test is visible, I believe you are required to complete the "Final Push" quest once again as seen in your picture before you are able to accept "The Emperor's Hand".

    Please try completing that quest again, if this does not work please leave your Server and User ID so this can be looked into for you.
