no more noobie protection

    about lvl 5 losing noobie protection if we are over 50k
    exp, i dont understand why, it helps us little boats from being chained by max
    level 30 boats that in no way we can compete with, if thats the case the high
    levels shouldnt be in the low maps shooting little boats like us , we need some
    fairness , small boat hitting up to 50k cant compete with boat hitting up to 110k
    plus.
